FIRST GROUP OF SEHCB BEST PRACTICE STANDARDS’ RULES FILED WITH JCARR

          The first group of proposed best practice standards’ rules was officially filed with the Joint Committee on Agency Rule Review (JCARR) on August 5, 2008.  These proposed rules set best practice standards requiring Ohio’s public school districts to have a health care plan that includes:

  • A wellness or healthy lifestyle program;
  • A disease management program;
  • Access to institutions and providers offering demonstrated clinically superior health care for complex medical conditions;
  • A requirement for periodic dependent eligibility audits.

A public hearing will be held on these rules on September 9, 2008 at the Riffe Center, 77 S. High St., Columbus, Ohio commencing at 10:00 a.m. and ending after all public testimony has been heard.

The proposed rules have been agreed to by the Board and interested parties who have attended the Board meetings.  Due to state law these rules must also be reviewed by JCARR and in all probability will be effective on January 1, 2010.

The SEHCB will continue to work on a second set of best practice standards over the next 2-4 months.  These standards will address issues such as vendors (including agents and brokers), compensation and procurement procedures relating to public school districts.
