SEHC BOARD’S PROPOSED BEST PRACTICE RULES PENDING
The SEHC Board’s four initial Best Practices standards continue to be properly formatted for submission to the Joint Committee on Agency Rule Review (JCARR). JCARR review and adoption of the rules is anticipated in the next three to four months. The four Best Practices are: Employee Wellness Programs; Disease State Management; Access to Specialty Networks; and, Dependent Eligibility Audits. These best practices could be effective as early as twelve months after JCARR approval but since it relates to all policies and contracts for health care benefits provided to public school district employees that are issued or renewed after the expiration of any applicable collective bargaining agreement, i.e., the actual effective date of enforcement of the Best Practices could range from twelve months to two or three years depending on the collective bargaining agreement expiration dates of each public school district. SEHC BOARD TO PROPOSE BEST PRACTICE STANDARDS RELATING TO BROKERS, AGENTS, CONSULTANTS, AND OTHER VENDORS CONDUCT AND COMPENSATION ARRANGEMENTS The SEHCB’s phase-in approach relating to Best Practice standards will, within the next two to three months, include proposed standards for brokers, agents, consultants, and other vendors. The focus of these Best Practices will be primarily concerning transparency of the compensation arrangements with public school districts. OAHU will continue to provide input to the Board as it relates to these issues. The next meeting of the SEHCB is as follows:
